What are we doing
The Defense Intelligence Memorial Foundation (DIMF) is asking Congress to pass legislation allowing the Directors of NSA, DIA, NGA, NRO, and military intelligence elements to advocate for the children of fallen intelligence officers.
Why are WE doing it
Federal ethics rules do not allow Federal employees or military members to advocate for any charity in their official capacity. This means the primary supporters and beneficiaries of the DIMF mission are prohibited from talking about the foundation, it’s charitable work, or raising funds. The CIA was granted an exception to the law and rules in fiscal year 2014. The DIMF is seeking the same exception for the Defense Intelligence Enterprise.
What Law are WE trying to change
We are asking Congress to amend 10 U.S.C. Section 422 to authorize the Under Secretary of Defense for Intelligence and Security to engage in fundraising for the benefit of nonprofit organizations that provide support to surviving family members of deceased Defense Intelligence Officers or for the welfare, education, or recreation of current Defense Intelligence Enterprise employees, former employees, or their family members. Are Other Charities Exempted from Federal Ethics Rules?
Yes. Exemptions for fundraising, donating surplus government equipment, and use of military bases are given to all sorts of “Non-Federal Entities” for charitable causes. Some of the organizations which benefit from these exemptions include:
Marine Cadets of America
National Association for Equal Opportunity in Higher Education
National Civilian Community Corps (AmeriCorps)
